房地产价格认定数字化改革赋能数据要素市场化配置路径选择

• 摘要： 房地产价格认定数字化改革，是克服部门间协同不足、专业化认证机构与社会组织协同不足、价格认定科学化、规范化不足的内在要求，也是赋能数据要素市场化配置的必然选择。以房地产价格认证数字化改革发展为抓手，赋能数据要素市场化配置，推动公共与社会数据融合，产权明晰赋能数据要素资源化；完善数据交易机制，协同治理赋能数据资产化发展；创新数据监管制度，赋能数据要素资本化发展。但公共数据与社会数据融合不足、流通共享不足和机制不畅，公共数据共享动力不足、协调成本高、生态难以形成，阻碍了其优势和价值的充分发挥。为充分释放公共数据红利、赋能数据要素市场化配置，必须采取以下对策：第一，促进数据整体性治理重构，奠定数据资源化的组织基础；第二，推进数据流通交易规范化，奠定数据资产化的制度基础；第三，技术创新完善数据生态链，奠定数据资本化的技术基础。
• The digitalization reform of real estate price certification is theinherent requirement of the development of price certification itself, it isthe inherent requirement to overcome the deficiency of inter-departmentcoordination, professional certification institutes and social organizationcoordination, Scientific Development and standardization of price certification.More importantly, the reform and development of digitalization of real estateprice certification can leverage the market participation of social subjectsthrough the circulation and sharing of real estate public data and the effectiveintegration of public data and social data, through the public data circulationand sharing, the realization path of data capitalization is explored to overcomethe uncertainty of data asset return and the challenge of data asset pricing.Through the public data technology innovation regulatory model, the sceneleads the data transaction model innovation by facing the data transactionmechanism design challenge.
