金融危机背景下资本账户开放对我国经济的影响分析

• 摘要： 我国现阶段正依照循序渐进、统筹兼顾的原则逐步推动资本账户市场 的开放，但当下在金融危机背景下，美元对国际主要货币大幅贬值导致全球金 融市场动荡，国际短期资本大量涌入中国，对我国经济平稳发展造成了巨大的 冲击。此时，我们是否应该停止资本账户的开放进程以求自保呢？答案是否定的。 开放资本账户的利弊共存，关键在于如何防范和降低风险，保证宏观经济稳定 发展。本文将从资本账户开放的利与弊入手，分析其对中国经济的影响，提出 在金融危机背景下，维护中国稳定发展，稳步推进资本账户开放的政策建议。
• At present, China is gradually promoting the opening of the capital account market in accordance with the principle of step-by-step and overall consideration. However, in the context of the financial crisis, the sharp depreciation of the US dollar against the major international currencies has led to the turbulence of the global financial market and the influx of international short-term capital into China, which has caused a huge impact on the stable development of China's economy. At this time, should we stop the process of capital account opening in order to protect ourselves? The answer is No. The key to the coexistence of advantages and disadvantages of open capital account lies in how to prevent and reduce risks and ensure the stable development of macro-economy. This paper will start with the advantages and disadvantages of capital account opening, analyze its impact on China's economy, and put forward policy suggestions to maintain China's stable development and steadily promote capital account opening under the background of financial crisis.
