Abstract: In the process of economic transition, the irrational behavior of economic man leads to a non-credit phenomenon, which has a great negative effect on the national economy. The key to governance lies in institutional innovation. 经济转轨过程中，经济人的非理性行为导致一种非信用现象，这种现象对国民经济产生极大的负面效应，治理其关键在于制度创新。
