• Abstract: At present, the comprehensive service capacity of primary medical and health institutions cannot meet the increasing medical needs of rural residents. Only by strengthening the basic level can the flow of people in major hospitals be diverted to primary level first diagnosis, two-way referral, urgent and slow treatment and upper and lower linkage" truly be realized. From “loose” to “close” couplet of medical cooperation, with the aid of the third party inspection institutions to meet the demand of the examination, accurate support improve service ability of traditional Chinese medicine, according to the construction of featured unit as the gripper dot with face advancing, to strengthen the construction of health informatization leading rural health development, high quality medical talents is the key to keep patients first option at the grassroots level, and communities in various combined with high-quality supporting policies to support the implementation of a series of Suggestions, such as construction of the comprehensive innovation of rural health association, strongly promote the classification ascension comprehensive service ability at the grass-roots level. 当前，基层医疗卫生机构的综合服务能力已经不能满足农村居民日益增长的医疗需求，只有通过“强基层”的手段，才能真正实现“基层首诊、双向转诊、急慢分治、上下联动”来分流大医院的人流量。通过从“松散型”到“紧密型”医联体合作，借助第三方检验机构满足检验检测需求，精准扶持提升中医药优质服务能力，以特色科室建设为抓手以点带面全面推进，加强卫生信息化建设引领农村卫生健康事业高质量发展，以医疗人才是留住患者在基层首诊的关键为抓手，多方合力提供优质的配套政策支持等一系列建议的实施，全面创新建设农村医疗联合体，强基层促分级提升基层综合服务能力。
