• 摘要： 中国美丽乡村建设有效阻止了城乡差距继续扩大，缓解了国家粮食安全与社会危机，但并没有从根本上化解城乡三元结构、夯实粮食安全基础、建立起城乡良性互动机制。随着政府支农政策接近“天花板”、经济新常态的出现，美丽乡村建设动力衰竭，乡村建设出现疲态，严重影响中国现代化大局。借鉴日韩乡村建设的成功经验，对中国美丽乡村建设政策进行合理调整，积极创造条件缩小城乡差距，夯实农村内生发展基础，改革农村经济管理体制，采取合理的农业发展政策，推进美丽乡村建设，实现城乡一体化发展目标。
• The construction of beautiful countryside in China has effectively prevented the gap between urban and rural areas from continuing to expand, alleviated the national food security and social crisis, but it has not fundamentally resolved the ternary structure of urban and rural areas, consolidated the basis of food security, and established a benign interaction mechanism between urban and rural areas. With the government’s agricultural support policy approaching the “ceiling” and the emergence of the new normal of the economy, the power of beautiful rural construction is exhausted and the rural construction is in a state of fatigue, which seriously affects the overall situation of China’s modernization. Drawing lessons from the successful experience of rural construction in Japan and South Korea, we should make reasonable adjustments to China’s beautiful rural construction policies, actively create conditions to narrow the gap between urban and rural areas, consolidate the foundation for endogenous rural development, reform the rural economic management system, adopt reasonable agricultural development policies, promote beautiful rural construction, and achieve the goal of integrated urbanrural development.
