• Abstract: The rural revitalization strategy is the key strategy to implement the five-in- one and the four-all strategies to realize the Chinese dream in the Chinese Dream. The key to the rejuvenation of rural areas lies in the rejuvenation of qualified personnel. Only by putting the rejuvenation of qualified personnel in the first place and giving full play to their leading role can we ensure the sustainable and stable development of rural construction. The key to break the bottleneck of rural revitalization is to play the role of the rural development leaders and organizers, organize the farmers to build their beautiful homes, and activate the endogenous impetus of rural revitalization. The Communist Party of China has many successful experience in organizing and mobilizing the rural masses to develop the countryside. In the past, there were many problems in the development of the rural talents policy, especially in the system of college student village officials, such as the lack of working experience, the lack of working ability, the difficulty of integrating into the rural society and the short-term behavior of college student village officials To a certain extent, these problems can be solved by promoting veterans’ integration into the rural revitalization strategy and embedding veterans’ village officials in the rural governance work, so as to ensure that the rural revitalization strategy takes root and better build beautiful villages. 乡村振兴战略是深入贯彻落实“五位一体”总体布局和“四个全面”战略布局，实现中华民族伟大复兴中国梦的关键战略。实现乡村振兴的关键在于人才振兴，只有把人才振兴置于首要地位，充分发挥人才的组织引领作用，才能确保乡村建设的持续稳定发展。破解乡村振兴的人才瓶颈，关键是发挥好乡村发展带头人、组织者的作用，将广大农民组织起来建设自己的美丽家园，激活乡村振兴的内生动力。中国共产党在组织和发动农村群众发展农村有许多成功经验。过往的农村人才政策，特别是大学生村官制度在发展中存在着诸多不足，大学生村官工作经验匮乏、工作能力不足、难以融入乡村社会以及行为短期化等问题突出，而推动退伍军人融入乡村振兴战略，将退伍军人村官嵌入乡村治理工作中，可以在一定程度上解决这些问题，确保乡村振兴战略生根落地，更好建设美丽乡村。
