我国突发公共卫生事件中的强制措施研究

• 摘要： 突发公共卫生事件有突发性、紧迫性和传播速度快的特点，强制措施作为一种具备高强度控制力的手段，在突发公共卫生事件中可以迅速控制、化解危机，维护公共卫生安全和社会秩序稳定。但我国突发公共卫生事件处置中也暴露出了一些问题，如立法尚待完善，实施主体和程序有待明确，救济措施和监督方式急需优化。因此，有必要分析我国突发公共卫生事件中强制措施的性质和特点，并结合实践现状分析其不足，比较国外相关法律规定及实践操作，不断完善我国的强制措施，更好地发挥其在公共卫生突发事件中的防控作用。
• Public health emergencies are characterized by abruptness, urgency and rapid propagation. As a means of high strength control, compulsory measures can quickly control and resolve crises in public health emergencies and maintain public health safety and social order. However, the disposal of public health emergencies in China has also exposed some problems, such as legislation to be improved, the subject and procedure of implementation to be clarified, and the relief measures and supervision methods to be optimized urgently. Therefore, it is necessary to analyze the nature and characteristics of compulsory measures in public health emergencies in China, analyze their shortcomings in combination with the current situation of practice, compare relevant foreign laws and regulations and practical operations, constantly improve China's compulsory measures, and better play its role in the prevention and control of public health emergencies.
