• 摘要： 新精神活性物质的滥用情况对我国的全面禁毒工作带来了严峻挑战，当前，我国虽然已经加强对新精神活性物质的管制，但是依然存在预警监测机制不健全、立法监管相对滞后、国内外法律管制差异明显、 防范教育效果不佳等管制难点，从而导致新精神活性物质滥用情况在我国时有发生，对此，我国应着力从完善监测及预警机制、健全法律法规、强化部门合作、做好宣传教育、加强科学研究、开展国际执法合作等六个方面持续强化对新精神活性物质的管制。
• The abuse of new psychoactive substances has brought serious challenges to China’s anti-drug work. Although China has strengthened the control of new psychoactive substances, there are still some control difficulties, such as imperfect early warning and monitoring mechanisms, relatively slow legislation, differences in domestic and foreign laws and the poor effects of education and advocacy. As a result, the abuse of new psychoactive substances still exists in China. In this regard, China should continue to strengthen the control of new psychoactive substances from six aspects: improving monitoring and early warning mechanisms, improving laws and regulations, strengthening departmental cooperation, doing a good job in publicity and education, strengthening scientific research, and conducting international law enforcement cooperation.
