毒品贸易的政治与经济归因研究——以域外毒品贸易的治理为视角

• 摘要： 全面而深入的毒品贸易归因研究，对提升我国毒品犯罪预防政策的科学性以及为全球毒品问题治理贡献中国智慧具有积极意义。然而，当前国内相关研究一方面多仅将关注视野局限于国内，另一方面将主要归因领域局限于历史、地理、社会转型等。对域外问题的关注尚有不足，且政治、经济方面的归因考察有待拓展，导致研究结论深度和广度相对有限。通过观察域外毒品贸易治理可知，之所以会产生毒品贸易，政治上可源于公权力机构腐败、政策战略失当、对特定领土监管不能以及非法政权有意推动；而经济上则可得因工业化与城市化导致的失业问题，大量的毒品需求与完善的贸易风险规避路径而衍生的高额利润诱惑，以及经济全球化所导致的刑事制裁困难。对此，应当有针对性地从严惩腐败、制定适当毒品政策、强化区域管制、提供失业保障、切断熟人毒品贩销网络以及加强国际刑事司法合作等方面加以治理。
• The holistic and deep study of drug trafficking has important meanings for improving the scientific nature of our policies for preventing drug crime and contributing Chinese wisdom to the resolution of drug problems worldwide. However, relative studies of us mostly focus on the domestic drug trafficking problems, at the meantime, they limit their main areas of research into the history, geography and social transformation. Therefore, the relative studies of us lack the depth and breadth compared with the foreign researches. By observing the foreign governance for drug trafficking, we can know that the political reasons why the drug trafficking is born are probably the corruption of authorities, the improper political strategies of government, the inability of managing for specific territories and the intentional promotion by illegal regimes. And in the economic area, the causes may be the massive unemployment resulted by the industrialization and urbanization, the allure of high profits created by a large demand of drugs and the well-developed methods to avoid the risks of trafficking, and the difficulties of punishment influenced by the economic globalization. On the basis of them, we should deal with the drug trafficking by punishing corruption severely, making proper policies for drugs, strengthening the regional control, providing the insurance of unemployment, cutting the acquaintance network of drug distribution and selling, and improving the international corroboration of criminal justice.
