• 摘要： 司法鉴定实施主体的执业水平与能力直接与鉴定意见的质量乃至正误相联系。以司法鉴定实施主体为切入点，深入分析鉴定行业准入门槛低、缺乏动态化监管、退出渠道不完善等影响我国现阶段司法鉴定公信力的关键因素。通过构建对司法鉴定实施主体“全生命周期”的监督模式，进一步落实严格准入、强化动态化监管、拓宽退出渠道、“法工结合”夯实人才储备等措施，进而从源头起实现全程监管，以有效提升司法鉴定社会公信力。
• The practice level and ability of the main body of forensic appraisal implementation is directly linked to the quality and even the correctness of the appraisal opinion. The key factors affecting the credibility of forensic appraisal in China at the present stage, such as low entry threshold, lack of dynamic supervision and imperfect exit channels, are analysed in depth, taking forensic appraisal practitioners as the entry point. By constructing a “full life cycle” supervision model for forensic appraisal implementation subjects, we further implement measures such as strict access, enhanced dynamic supervision, broadened exit channels, and “legal-industrial combination” to consolidate the talent pool, thereby realising full supervision from the source, in order to The government has also been working on the development of a new model for the supervision of judicial appraisal.
