• 摘要： 司法鉴定旨在帮助参与诉讼的各方当事人解决许多专门性问题，鉴定意见的准确性直接或间接对当事人的利益产生影响。在当前鉴定实践中，由于缺乏完善的管理体制、行业标准、社会舆论等情况，导致司法鉴定公信力遇到困境，同时相关内在问题也成为司法鉴定行业发展的拦路虎。为解决司法鉴定公信力不高的问题，使司法鉴定活动符合我国当前基本国情，顺应时代发展变化，应当采取完善司法鉴定领域的现行法律规范；健全鉴定机构和鉴定人的准入和退出制度；健全司法鉴定人出庭质证制度等措施，切实提高司法鉴定公信力。
• Judicial appraisal is designed to help parties involved in litigation to solve many specialized problems, the accuracy of the appraisal opinion directly or indirectly on the interests of the parties to have an impact. In the current appraisal practice, due to the lack of perfect management system, industry standards, social opinion and other circumstances, resulting in the credibility of forensic identification encountered difficulties. At the same time, the relevant inherent problems have also become a roadblock to the development of the forensic identification industry. In order to find effective ways to solve the problem of low credibility of forensic identification, so that forensic activities in line with China’s current basic national conditions, in line with the development of the times, should be taken to improve the current legal norms in the field of forensic identification; improve the access and exit system of appraisal institutions and appraisers; and improve the system of forensic appraisal of the witnesses in court, and other measures, to effectively improve the credibility of forensic identification.
