• Abstract: This Taking the one-stop law enforcement and case-handling management center as the platform to handle minor criminal cases is an important measure for China to address the governance of minor crimes at present. From the three value dimensions of case-handling efficiency, human rights protection and social governance, this paper expounds the comprehensive value improvement brought by this platform to the handling of minor criminal cases. In judicial practice, China has gradually formed a litigation model of “integrated promotion of rapid case-handling + non-custodial case-handling + dispute resolution” based on the law enforcement and case-handling center. This paper systematically summarizes three main litigation models for minor criminal cases at present: the rapid litigation model at the level of litigation procedure acceleration, the non-custodial litigation model at the level of compulsory measure optimization, and the integrated dispute resolution model at the level of substantive dispute resolution, which respectively reflect the integration of efficiency value, human rights value and comprehensive governance value. Research shows that by integrating resources, optimizing processes and strengthening the protection of rights, the one-stop law enforcement and case-handling management center has not only significantly improved the quality and efficiency of handling minor criminal cases, but also deepened the comprehensive effectiveness of criminal justice in punishing crimes, protecting human rights and promoting social harmony. 一站式执法办案管理中心办理轻微刑事案件，是我国当前推进轻罪治理的重要实践。我国司法实践已逐步形成以执法办案管理中心为依托的“快速办案+非羁押办案+矛盾化解一体化推进”诉讼模式。本文系统梳理当前轻微刑事案件办理的三种主要诉讼模式：一是诉讼程序加速层面的快速诉讼模式，二是强制措施优化层面的非羁押诉讼模式，三是纠纷实质化解层面的一体化矛盾化解模式，三者分别体现了效率价值、人权保障价值与综合治理价值的有机结合。研究表明，一站式执法办案管理中心通过资源整合、流程优化与权利保障强化，不仅显著提高了轻微刑事案件的办理质量和效率，也进一步增强了刑事司法在惩治犯罪、保障人权和促进社会和谐等方面的综合效能。
