• Abstract: As a cross-jurisdictional cooperation area operating under the “one country, two systems, three legal jurisdictions” framework, police cooperation in the Guangdong-Hong Kong-Macao Greater Bay Area differs fundamentally from both international criminal justice assistance and conventional police collaboration within a single jurisdiction, exhibiting a distinct set of institutional characteristics. With accelerating regional integration, cross-border crimes have become increasingly networked, chain-like, and data-driven, rendering the traditional case-specific assistance model of police cooperation insufficient to effectively address emerging challenges. Conflicts in legal frameworks, procedural disconnects in law enforcement, discrepancies in evidentiary rules, and barriers to intelligence sharing are among the key obstacles currently confronting police cooperation in the Greater Bay Area. Effectively resolving these issues to advance regional police cooperation has thus become an urgent priority. Against this backdrop, Guangdong, Hong Kong, and Macao should develop a new model of cross-border police cooperation tailored to the digital age by reconciling their respective legal traditions with the practical exigencies of regional collaboration. 粤港澳大湾区作为“一国两制三法域”框架下的跨法域合作区域，其警务合作既不同于国际刑事司法协助，也区别于单一法域下内部的警务协作，具有鲜明的制度特征。随着区域一体化进程加速，跨境犯罪逐步呈现网络化、链条化与数智化趋势，传统以个案协查为主的警务合作模式已难以有效应对。法律制度冲突、执法程序衔接、证据制度差异与情报信息共享等，都是目前粤港澳大湾区警务合作所面临的难题。如何有效解决这些问题、推进粤港澳大湾区警务合作，已成为当下亟待解决的问题。粤港澳三方应结合三地法律制度的特色与现实合作的差异，构建符合数智时代发展需求的新型跨境警务合作模式。
