从脱贫攻坚到乡村振兴：三农报道的 叙事转向与实践路径

• 摘要： 2020年，在党中央的统一领导下，我国脱贫攻坚战取得了全面胜利，三农工作的重心也从打赢脱贫攻坚战转向全面实现乡村振兴。脱贫攻坚时期涌现出大量的扶贫报道助力脱贫攻 坚战的顺利开展。本文选取《人民邮电报》获得第33届中国经济新闻奖一等奖的专题报道“三区三州网络扶贫纵深行”为研究对象，来分析脱贫攻坚时期三农报道的特点、乡村振兴背景下三农报道的转向和实践路径。该报道以“网络扶贫”为主线，聚焦甘肃、青海、西藏、四川、云南等扶贫一线，为打赢脱贫攻坚战注入力量。其报道特点主要体现在三个方面，即讲述扶贫故事，再现脱贫场景；正面宣传为主，展示脱贫成效；聚焦典型地区，推广脱贫经验。随着三农工作重心的转移，为实现脱贫攻坚与乡村振兴的有效衔接，三农报道的重点也发生了转向，即由产业扶贫转向产业振兴、从人才扶贫转向人才振兴、从文化扶贫转向文化振兴。为呼应三农报道的叙事转向，乡村振兴背景下应探寻三农报道新的实践路径，即以建设性新闻视角，推动乡村产业振兴；以吸纳人才为目标，推动乡村人才振兴；以乡土文化为依托，推动乡村文化振兴。
• In 2020, under the unified leadership of the Central Committee of the Communist Party of China, China’s poverty alleviation campaign achieved comprehensive victory, and the focus of the work on agriculture, rural areas, and farmers shifted from winning the poverty alleviation campaign to comprehensively achieving rural revitalization. During the period of poverty alleviation, a large number of poverty alleviation reports emerged to assist in the smooth progress of the poverty alleviation campaign. This article selects the special report “Three Districts and Three Prefectures Network Poverty Alleviation in Depth”, which was awarded the first prize at the 33rd China Economic News Award by the People’s Post and Telecommunications News, as the research object to analyze the characteristics of the report on agriculture, rural areas, and farmers during the period of poverty alleviation. The report focuses on “online poverty alleviation” as the main theme, focusing on poverty alleviation frontlines in Gansu, Qinghai, Tibet, Sichuan, Yunnan, and other areas to win the battle against poverty. Its reporting characteristics are mainly reflected in three aspects: telling poverty alleviation stories and reproducing poverty alleviation scenes; Focus on positive publicity and demonstrate the effectiveness of poverty alleviation; Focus on typical regions and promote poverty alleviation experiences. With the shift of the focus of the work on agriculture, rural areas, and farmers, in order to achieve an effective connection between poverty alleviation and rural revitalization, the focus of the report on agriculture, rural areas, and farmers has also shifted from industrial poverty alleviation to industrial revitalization, from talent poverty alleviation to talent revitalization, and from cultural poverty alleviation to cultural revitalization. Under the background of rural revitalization, the report on agriculture, rural areas, and farmers should adapt to the narrative turn of the report, explore new practical paths, that is, promote the revitalization of rural industries from a constructive news perspective; Promote the revitalization of rural talents with the goal of attracting talents; Relying on local culture, promoting the revitalization of rural culture.
