• Abstract: SincethekeyfactorsofshalegasdevelopmentareEstimatedUltimateRecovery(EUR)andsinglewellengineeringcost,keepingthesinglewellengineeringcostdecreasingandbenefit-increasingbecomesoneofthemosteffectivemeasurestorealizehigh-qualitydevelopmentofshalegas.Thehigh-efficiencydevelopmentmodelofshalegascanbesummedupas“horizontalwellplatform+superlargescalefracturing+industrializedoperation+integratedmanagement”,andthemaincontentsofthefouraspectsareanalyzed.ThreemaincloselyrelatedproblemsofshalegasdevelopmentintheSichuan-Chongqingareaarediscussed:unscientificvaluationmethodsofdrillingengineering,unreasonableallocationofresourcesandinsufficientincentivemeasures.Therevolutionarycost-decreasingandbenefit-increasingmatchingmeasures–“threeunifications”–arethereforeputforward:theunificationofengineeringvaluationmethods,theunificationofresourceallocation,andtheunificationofincentivemeasures;Thestrongpoliciessupportingmatchingmeasures–“threeguarantees”–areproposed:theguaranteeoflanduse,theguaranteeofresourcesharing,andtheguaranteeofthegasprice;Theoverallhigh-qualitydevelopmentobjectives–“threepromotions”–areexpected:overallpromotionofproductionefficiency,overallpromotionofmanagementlevel,andoverallpromotionofwholebenefits.
