Abstract:
VOCs control in China is currently at a critical stage of policy intensification and precision regulation. At the national level, a comprehensive control system covering the whole chain has been established through amendments to the Environmental Protection Tax Law of the People’s Republic of China and the issuance of the Volatile Organic Compounds (VOCs) Comprehensive Governance Plan for Key Industries and the Regulation on Ecological Environment Monitoring, imposing stringent constraints on the petroleum and chemical industries. To meet these regulatory requirements and address the environmental and safety challenges posed by VOCs emissions from transfer station tank farms in heavy oil thermal recovery blocks, this study systematically investigates VOCs emission monitoring, comparative evaluation of control strategies, and process optimization based on field operational conditions. An endof- pipe treatment approach is selected, employing a combined process of degassing, desulfurization, and catalytic oxidation (CO). Key engineering implementation challenges are resolved through on-site application, validating the efficiency and adaptability of the technology. This study provides an engineering-feasible solution for the promotion and application of VOCs control in heavy oil thermal recovery blocks, offering significant practical value for advancing green transformation in oilfields and achieving compliance with national environmental tax and total emission reduction targets.
当前我国VOCs治理处于政策加码与精准管控的关键阶段,国家层面通过修订《环境保护税法》,出台《重点行业挥发性有机物综合治理方案》《生态环境监测条例》等政策,构建全链条管控体系,明确对石油、化工等重点行业形成刚性约束。为落实国家管控要求,应对稠油热采开发区块接转站罐区VOCs排放的环保与安全挑战,本研究基于稠油开发区块现场实际工况,系统开展VOCs排放监测、治理方案比选与工艺优化研究。选择末端处理技术路线,采用“脱汽+脱硫+催化氧化(CO)”组合工艺,通过解决工程实施难点完成现场应用,验证了治理技术的高效性与适应性。为稠油热采区块VOCs治理推广应用提供了具备工程可行性的解决方案,对推动油田绿色转型、满足国家环保税与总量减排要求具有重要实践意义。
