互联网金融风险特征与监管变革——以 P2P 网络借贷归零为鉴

• 摘要： 互联网金融所具有的低成本、高效率及开放性等特征使其自产生以来就受到广泛关注并得以迅猛发展。但另一方面，互联网金融中潜藏的突出问题和特殊风险也给监管提出了新挑战。“十四五”时期健全互联网金融监管长效机制是我国实施金融安全战略，提升金融领域安全发展能力的要点。作为互联网金融的组成部分，我国的 P2P（Peer to Peer Lending）网络借贷平台在短期内经历了由盛转衰的完整生命周期，可以作为互联网金融发展历程的一个典型样本。本文以P2P网络借贷平台发展历程分析互联网金融的风险特征，并从明确监管定位、加大立法力度、注重风险预警、健全监管支持等不同方面提出防范化解互联网金融风险，完善监管长效机制的政策建议。
• Internet finance has the characteristics of low cost, high efficiency and openness, so that it has been widely concerned and developed rapidly since its emergence. However, the outstanding problems and special risks hidden in internet finance also pose new challenges to regulation. Improving the longterm regulation mechanism of internet finance during the 14th Five-Year Plan period is the key point for China to implement the financial security strategy and enhance the security development ability in the financial field. As a part of internet finance, P2P (Peer to Peer Lending) online lending platform in China has experienced a complete life cycle from prosperity to decline in a short period of time, which can be regarded as a typical sample of the development process of internet finance. This paper analyses internet financial risk based on P2P lending, and give suggestions from clearing regulatory responsibilities, establishing information security management system etc.
