• Abstract: Land survey is the service of surveying and mapping technology in the field of land resources in China, which belongs to the industry of technical service, which easily leads to the problem of valuing technology over management and result over process. Quality, environment and occupational health and safety management system standards based on PDCA cycle method (QES management system referred to as the “Three Major systems”) can effectively help land surveying enterprises to continuously improve and minimize risks while providing stable and efficient technologies and services. But because of the old system of three high-rise structure is not unified standard, making faces many problems when building integrated management system, with the 2020 version of the occupational health and safety management system standard, three big system standard ISO management system standards, high-level structure of the general for three big system integration provides a great convenience. This paper will study the necessity of the implementation of QES management system standards in land surveying enterprises, the integration requirements of QES management system and the impact of the integrated QES management system integration on land surveying enterprises, so as to maximize the practical value of the three systems in land surveying enterprises. 土地勘测是将测绘技术服务于我国土地资源领域的一项技术，属于技 术服务型行业，极易造成重技术轻管理、重结果轻过程的问题。基于 PDCA 循环法的质量、环境以及职业健康安全管理体系标准（QES 管理体系简称“三大体系”），有效地帮助土地勘测企业在稳定高效的技术和服务提供的同时持续改进，最大限度地降低风险。但由于旧版三大体系标准高层结构不统一，使得在构建一体化管理体系时面临诸多问题，随着2020 年新版职业健康安全管理体系标准的发布，三大体系标准均具备 ISO 管理体系标准通用的高层结构，这就为三大体系整合提供了极大便利。本文将从 QES 管理体系标准在土地勘测企业实施的必要性、QES 管理体系的整合要求以及整合后的 QES 管理体系一体化对土地勘测企业的影响这几个方面展开研究，最大化提高三大体系在土地勘测企业中的实用价值。
