国家治理视角下我国体育产业发展诉求：主旨内容、基本特征与现实启示 ——基于全国人大建议和政协提案的考察

• 摘要： 全国两会是国家治理体系的重要构成，全国两会提交的关于体育产业发展议案是体育产业治理的重要表现形式。以2015—2019 年全国两会提交的议案及其答复文本为基础，考察了人大代表和政协委员对我国体育产业发展的现实诉求，研究发现：（1）诉求的主旨内容主要体现在五个方面：治理目标上突出“发展”主题与产业地位作用，治理主体上强调多元主体协同，治理客体上聚焦运动项目产业发展、基础设施补“短板”和体育产业人才培养，治理路径上注重体育跨界融合，治理方式上重视“放管服”改革和法治体系构建；（2）诉求的基本特征表现为具有鲜明的时代性，较为关 注本地体育产业发展和部门之间的协调互动；（3）未来推动体育产业高质量发展，要在治理主体上要实现多元主体共治，治理客体上聚焦体育产业重点现实问题，治理手段上构建法治保障体系，提升服务水平。
• The NPC and CPPCC are important components of the national governance system, and the motion submitted by the NPC and CPPCC is an important manifestation of sports industry governance. Based on the proposals and their replies submitted by the NPC and CPPCC from 2015 to 2019, this paper investigates the realistic demands of the NPC deputies and CPPCC members for the development of China's sports industry. The research finds that: (1) the main content of the appeal is mainly reflected in five aspects: the governance objectives highlight the theme of "development" and the role of industrial status, the governance subject emphasizes the coordination of multiple subjects, and the governance object converges items sports industry development, infrastructure "short board" and sports industry personnel training, pay attention to the cross-border integration of sports in the governance path, pay attention to the reform of "release, management and service" and the construction of the legal systemin the governance methods; (2) the characteristics of the appeal are as follows: it has a distinct era, and pays more attention to the development of local sports industry and the coordination and interaction between departments; (3) In order to promote the high-quality development of sports industry in the future, we should realize the co governance of multiple subjects in the governance subject, focus on the key practical problems of the sports industry in the governance object, and construct the legal guarantee system and improve the service level in the governance means.
