• 摘要： 十九大报告指出要打造共建、共治、共享的社会治理格局，加强社区治理体系建设。社区建设为一个整体，一直处于各行专家分别资政建言，社区建设应该从学科交叉的角度思考，充分利用社区资源，丰富社区文体活动，打造社区品牌赛事，增加学习交流平台，构建社区共同体，以满足社区居民对于物质和精神的双重需求。研究以“学习型与智慧健身型”社区协同建设为思考点，从系统论进行社区建设思考并提出二者协同建设的价值、挑战和策略。研究提出协同建设的四条路径即制定“学习型与智慧健身型”社区政策法规有利于加强政府对于社区的治理和管控；优化配置资源，建立政企合作运营模式，有利于发挥市场这双无形的手的调控能力；通过社会组织的协同治理，加强社区活动与交流，能够保障社区活动的有效开展；居民积极参与社区活动，塑造社区共同体，实现自治优治。
• The report of the 19th National Congress of the Communist Party of China points out that we should build a social governance pattern of co construction, CO governance and sharing, and strengthen the construction of community governance system. Community construction as a whole, has been in the position of experts from all walks of life to give advice respectively. Community construction should be considered from the perspective of interdisciplinary, make full use of community resources, enrich community cultural and sports activities, createcommunity brand events, increase learning and communication platform, and build community community, so as to meet the dual needs of community residents for material and spiritual. The research takes the collaborative construction of “learning and intelligent fitness” community as the thinking point, thinks about the community construction from the system theory, and puts forward the value, challenge and strategy of the collaborative construction of the two. The study puts forward four fronts of collaborative construction, namely, the formulation of “learning and intelligent fitness” community policies and regulations is conducive to strengthening the government’s governance and control of the community; optimizing the allocation of resources and establishing the operation mode of government enterprise cooperation is conducive to giving full play to the market’s invisible hand; through the collaborative governance of social organizations, strengthening community activities and exchanges can guarantee community activities Residents actively participate in community activities, shape community, and realize self governance.
