协同治理视角下竞技体育后备人才培养的逻辑检视、现实困境与纾解路径

  • Abstract: Promoting collaborative governance in the cultivation of competitive sports reserve talents is an essential requirement for China to achieve high-quality development and build a leading sports nation. Using research methods such as literature review and logical analysis, this study is based on the theory of collaborative governance and follows the research framework of “theoretical logic—practical dilemmas—resolving strategies” to systematically analyze the collaborative foundation, practical challenges and reform directions of competitive sports reserve talent cultivation in China. The study shows that at the theoretical level, collaborative governance provides important support for multiple subjects to jointly participate in the cultivation of competitive sports reserve talents; at the practical level, there are still prominent problems such as the separation of institutional mechanisms, unbalanced resource allocation, insufficient capacity of social organizations, and underutilized functions of schools and families. Therefore, it is proposed to systematically optimize the talent cultivation path by constructing a multi-subject collaboration and integrated training mechanism, promoting institutional integration and conceptual innovation, and stimulating the participation of social forces, so as to build a collaborative governance system characterized by “government guidance, social participation, school leadership, and family support”, and lay a solid talent foundation for realizing the goal of a leading sports nation. 推进竞技体育后备人才培养的协同治理,是我国迈向高质量发展和建设体育强国的必然要求。本文运用文献资料、逻辑分析等研究方法,以协同治理理论为基础,遵循“理论逻辑—现实困境—纾解路径”的研究脉络,系统分析我国竞技体育后备人才培养的协同基础、现实挑战与改革方向。研究表明,在理论层面,协同治理为多元主体共同参与竞技体育后备人才培养提供了重要支撑;在实践层面,仍存在体制机制分隔、资源分配失衡、社会组织能力不足、学校与家庭功能未充分发挥等突出问题。为此,提出应从构建多元协同与贯通培养机制、推动体制融合与理念创新、激发社会力量参与等方面系统优化人才培养路径,进而构建“政府引导、社会参与、学校主体、家庭支持”的协同共治体系,为实现体育强国目标筑牢坚实的人才根基。
