• Abstract: Since the 2022 Beijing Winter Olympics, China’s ice and snow tourism industry has expanded rapidly southward and into rural areas; relying on rich rural ecological resources, Hubei Province has vigorously developed rural ice and snow tourism, and supported by the county-strengthening project and featured rural industry policies, new quality productive forces provide new momentum for its high-quality development. Based on literature review, field research and logical analysis, this paper interprets the value of new quality productive forces in empowering Hubei’s rural ice and snow tourism, with main dilemmas including insufficient policy support, talent shortage, backward digital application, inadequate resource development and industrial coordination, and weak integration of sports, tourism and culture, and corresponding paths proposed: strengthen policy support, cultivate interdisciplinary talents, apply digital intelligent technologies, optimize the industrial chain and promote the coordinated development of rural sports, tourism and culture. 2022年北京冬奥会成功举办后，我国冰雪旅游业呈现出“北冰南展、由城及乡”的跨越式发展趋势。湖北省依托丰富的乡村生态资源，积极布局乡村冰雪旅游产业。在湖北省实施强县工程、鼓励因地制宜发展特色乡村产业的政策背景下，新质生产力理论创新为湖北省乡村冰雪旅游业高质量发展提供了新动能。本文采用文献资料、实地调研和逻辑分析等研究方法，从时代逻辑和关键要义两方面阐释了新质生产力赋能湖北乡村冰雪旅游业高质量发展的价值内涵。研究发现，现实主要面临的困境包括政策组织保障不足、冰雪旅游人才供给不足且专业素养偏低、数智技术应用滞后与冰雪设施智慧化水平不高、冰雪旅游资源开发与产业协同发展不足、生态文化建设薄弱与体旅文产业融合不够深入等。在此基础上提出推进路径：加强政策倾斜力度，完善乡村冰雪运动组织监管；扩充乡村冰雪旅游人才储备规模，培养复合型人才；全面应用数智核心技术，健全创新型乡村冰旅发展模式；优化乡村冰旅全产业链配置，提升数据共享效率；推动美丽冰旅乡村建设，促进乡村体旅文产业协调。
