• Abstract: To analyze the formation mechanism of the policy for the cooperative establishment of national elite sports teams and propose corresponding optimization paths, so as to boost the high-quality development of competitive sports and the construction of a strong sports nation, this paper takes the Multiple Streams Theory as the analytical framework and adopts the literature research method to dissect the formation logic of the Administrative Measures for the Cooperative Establishment of National Elite Sports Teams (for Trial Implementation). The study finds that the practical dilemmas of the traditional national team construction model and focal events in competitive sports constitute the problem stream of policy formation; the pilot practice of cooperative team operation, the demonstration of expert think tank and the localization of international experience have built a pool of alternative policy proposals; the guidance of the strategy of building a strong sports nation, the opening of policy windows and public support of constitute the political stream. The introduction of this policy is the inevitable outcome of the coupling and convergence of the three streams. On this basis, optimization strategies are proposed from three dimensions: strengthening the management of the problem stream, optimizing the supply of the policy stream, and activating the driving force of the political stream. It also promotes the in-depth coupling of the three streams and constructing a new national team construction system featuring multi-stakeholder coordination. This study provides theoretical references and practical ideas for the improvement and implementation of the policy as well as the reform of the competitive sports management system. 为解析合作组建国家高水平运动队政策的生成机理并提出优化路径，助力竞技体育高质量发展与体育强国建设，本文以多源流理论为分析框架，运用文献研究法剖析《合作组建国家高水平运动队管理办法（试行）》的形成逻辑。研究表明，传统国家队建设模式的现实困境与竞技体育焦点事件构成政策形成的问题源流；合作办队试点实践、专家智库论证与国际经验本土化构建了政策备选方案池；体育强国战略引领、政策窗口开启与公共情绪支持形成了政治源流。该政策的出台是三大源流耦合交汇的必然结果。据此，本文从强化问题源流管理、优化政策源流供给、激活政治源流动力三个维度提出优化策略，推动三大源流深度耦合，构建多元主体协同的国家队建设新体系。本研究为该政策的完善落地及竞技体育管理体制改革提供了理论参考与实践思路。
