• Abstract: As profound changes unseen in a century are accelerating, the integration and competition among countries in the cultural field have taken on an unprecedentedly complex landscape. On one hand, the rapid development of information technology has broken the temporal and spatial boundaries of cultural communication, leading to increasingly frequent exchanges and mutual learning between different civilizations, which have injected new vitality into the prosperity and development of human civilization. On the other hand, as an integral part of a country’s soft power, culture not only serves as a crucial carrier for exchanges and mutual learning among diverse civilizations but has also increasingly become a key arena for competing for ideological discourse power. Cultural sovereignty, as an important extension of national sovereignty, is directly related to a country’s cultural security, ideological security, and the inheritance and development of its national spirit. Meanwhile, with the all-round progress of China’s economy and society since the new era, the people’s demand for spiritual and cultural life has been growing and presenting a diversified and high-quality character. Advancing the development of culturally productive forces, especially the technology-driven, innovative and integrated New-Quality Cultural Productive Forces, has become an inevitable requirement for satisfying the people’s spiritual needs, enhancing national cultural strength, and safeguarding national cultural sovereignty. Two critical issues for cultural development in the new era are how to consolidate the status of mainstream ideological culture while advancing the development of New-Quality Cultural Productive Forces, and how to safeguard national cultural sovereignty amid active participation in global cultural exchanges and mutual learning. Based on Marxist classic theories and Xi Jinping Thought on Culture, combined with the practice of cultural construction in the new era, this paper will conduct an exploration of theoretical and practical methods around the theme of “developing new-quality cultural productivity and upholding cultural sovereignty”, sorting out theoretical contexts, analyzing practical problems, and putting forward feasible suggestions. In the research process, this paper attempts to explore the theoretical and practical paths for developing New-Quality Cultural Productive Forces and safeguarding national cultural sovereignty. Further, in-depth research on this topic remains to be carried out.
