数智时代下我国青少年涉毒问题的新趋势新表现及对策

New Trends, New Manifestations and Countermeasures of Adolescents’ Drug-Related Issues in China in the Digital Intelligence Era

• Abstract: Against the backdrop of the Digital Intelligence Era, drug-related cases in China are characterized by the emergence of new types of drugs, lighter forms, and a shift toward networking. Due to their strong curiosity, weak self-control, and lack of discriminative ability, adolescents are highly vulnerable to engaging in drug use, drug trafficking, and other behaviors under the inducement, abetment, or deception of lawbreakers. In practice, adolescent drug-related issues generally exhibit the following features: a large variety of new drugs with accelerated iteration and upgrading, which are more misleading and concealed; an obvious trend toward noncontact and networking in the drug market; and increased risks of drug-related activities in entertainment venues. Once adolescents become involved with new drugs, it not only poses a serious threat to their physical and mental health but also causes great social harm. By exploring factors such as educational level, family environment, and peer influence in the characteristics of adolescent drug-involved groups, we can identify the underlying causes. Meanwhile, cracking down on new drugs faces practical obstacles in terms of legal identification and evidence collection. Therefore, it is necessary to construct a governance system for adolescent drug-related issues in the Digital Intelligence Era, improve and optimize the specific applications of intelligent technologies in the links of prevention, investigation, judiciary, and correction regarding adolescent drug-related problems, thereby providing a new technical path for addressing adolescent drug-related issues. 数智时代背景下，我国涉毒案件呈现毒品新型化、轻量化、网络化的特点。青少年因猎奇心强、自控力弱、辨别能力不足，极容易在不法分子的引诱、教唆、欺骗下实施吸毒、贩毒等行为。实践中，青少年涉毒问题普遍表现为：新型毒品种类繁多且迭代升级速度加快，具有更强的迷惑性和隐蔽性，毒品市场非接触化、网络化趋势明显；娱乐场所涉毒风险上升。青少年一旦沾染新型毒品，不仅会对自身身心健康造成了严重威胁，还具有极大的社会危害性。通过探究青少年涉毒群体在受教育程度、家庭环境、朋辈影响等因素方面的特征，分析其涉毒成因，同时打击新型毒品在法律认定、证据收集等层面也面临现实阻碍。因此，需要构建数智时代下青少年涉毒问题治理体系，完善和优化智能技术在青少年涉毒问题预防、侦查、司法、矫治等环节的具体应用，为青少年涉毒问题治理提供新的技术路径。
