• 摘要： 通过分析国家电子文件和电子档案管理的相关政策、法规、国家标准、行业标准，厘清办公室文秘、业务部门、档案管理部门各自对电子文件管理的内容和职责边界，廓清存在的迷思，探讨档案管理研究和实务工作需要着重关注的关键点所在，以及如何充分依据国家法规文件更好地提升电子档案建设水平。
• Through the analysis of national electronic documents and electronic archives management related policies, regulations, national standards, industry standards, clarify the office secretary, business departments, archives management department their respective content and responsibility of electronic document management boundary, clear up the existence of myths, to explore the archives management research and practical work need to focus on the key points, and how to fully according to the national laws and regulations to better improve the level of electronic archives construction.
