Abstract:
With the deepening of the “Health First” education concept and the advancement of the strategy of building a strong sports nation, outdoor sports in universities have been on the rise. Their unique value in enhancing students’ overall qualities and tempering their willpower has become increasingly prominent. However, the contradiction between the inherent risks of outdoor sports and the lag of university safety management systems has become increasingly prominent, with safety incidents occurring from time to time. Based on system safety theory, this paper regards the safety of outdoor sports in universities as a complex dynamic system composed of four key elements: “people, objects, environment, and management”. By analyzing the systemic deficiencies in the current safety management of outdoor sports in universities, including subject responsibilities, risk assessment, process control, and emergency response, the paper proposes the construction of a systematic safety management system for outdoor sports in universities. This system takes “prevention before the event as the main line, control during the event, and reflection after the event”, integrating organizational, institutional, resource, and cultural safeguards. The aim is to provide theoretical guidance and practical approaches to enhance the safety management of university outdoor sports, protect students’ lives, and promote the healthy and sustainable development of outdoor sports.
随着“健康第一”教育理念的深入和体育强国战略的推进,高校户外运动日益兴起,其在提升学生综合素质、锤炼意志品质方面的独特价值日益凸显。然而,户外运动固有的风险性与高校安全管理体系的滞后性之间的矛盾愈发突出,安全事故时有发生。本文基于系统安全理论,将高校户外运动安全视为一个由“人、物、环、管”四大要素构成的复杂动态系统。通过剖析当前高校户外运动安全管理在主体责任、风险评估、过程管控和应急响应等环节存在的系统性缺陷,提出构建一个以“事前预防—事中控制—事后反思”为主线,集组织保障、制度保障、资源保障和文化保障于一体的高校户外运动系统化安全管理体系,旨在为提升高校户外运动安全管理水平、保障学生生命安全、促进户外运动健康可持续发展提供理论参考与实践路径。
