举国体制应对突发公共卫生事件的制度优势及其限度 ——以新冠肺炎疫情处置为例

• 摘要： 突发公共卫生事件中举国体制的运用可以在党中央的有力决策和控制下迅速集结大量资源，在较短时间内取得重大成效。但也存在适用范围有限，多元主体参与不足，资源分配不均、资源浪费和难以明确各方责任等问题。未来应通过严格把控举国体制触发机制、推进多元主体共享权力、规范资源协调机制、明确各方责任等途径对突发公共卫生事件应急处置中的举国体制加以修正。
• The use of the nationwide system in public health emergencies can quickly gather a large amount of resources under the powerful decision and control of Communist Party of China, and achieve significant results in a relatively short period of time. However, the national system also has some limits such as limited scope of application, insufficient participation of multiple subjects, uneven distribution of resources, waste of resources, difficulty in clarifying the responsibilities of all subjects and so on. To solve these problems, the nationwide system for emergency response to public health emergencies should be amended in the future by strictly controlling the trigger mechanism, promoting the sharing of power by multiple subjects, standardizing resource coordination mechanisms and clarifying the responsibilities of all subjects.
