大数据嵌入应急预警机制的理论逻辑与实践反思

• 摘要： 世界进入风险社会，频发的各类突发事件严重威胁公共安全与社会稳定。如何借助新兴的大数据技术有效应对各类突发事件是我国实现社会长治久安必须要思考的现实问题。重视突发事件预警管理，实现应急管理关口前移，是我国目前应急管理工作的一个重大课题。本文从理论视角出发，阐析了大数据嵌入应急预警机制的可行性与操作性，并结合新冠疫情应对过程中大数据助力危机预警的实践，从预警信息采集监测、排查分析、决策预案、警报反馈层面反思大数据应急预警机制的优化路径。
• The world has entered a risk society, and frequent emergencies seriously threaten public security and social stability. How to effectively deal with all kinds of emergencies with the help of emerging big data technology is a realistic problem that must be considered to achieve long-term social stability in China. It is a major subject of emergency management in our country to pay attention to emergency early warning management and realize the advance of emergency management. From theoretical perspective, this paper expatiates on the big data embedding the feasibility and operability of emergency early warning mechanism, and combined with the new crown outbreak response process large data power crisis early warning practice, from the early warning information collection and monitoring, screening analysis, decision-making plans, alarm feedback level reflect the optimum path of emergency early warning mechanism of big data.
