• 摘要： 全球气候恶化的背景下，中国提出了碳中和的步骤和目标。其中，全国碳排放权交易系统是达到上述目标的手段之一，但目前并不完善，行政干预的力度较大，没有真正体现出市场的力量和作用。在立法方面，存在着相应立法的法律位阶低、交易主体有待进一步明确、未与国际接轨的问题。对于企业而言，应当提前了解碳排放的政府监管规则，并根据自身情况作出符合自身需求的决策。
• In the context of global climate deterioration, China has proposed steps and targets for carbon neutrality. Among them, the national carbon emission trading system is one of the means to achieve the above goals, but it is not perfect at present, and the intensity of administrative intervention is large, which does not truly reflect the power and role of the market. In terms of legislation, there are problems such as the low legal level of the corresponding legislation, the transaction entities need to be further clarified, and they are not in line with international standards. For enterprises, they should understand the government regulatory rules for carbon emissions in advance and make decisions that meet their own needs according to their own circumstances.
