• Abstract: Against the backdrop of increasing global economic integration and the growing complexity of food security, the Grain Risk Fund system, as a critical tool for safeguarding national food security, requires particular attention to the soundness of its operational mechanisms and legal framework. This paper aims to clarify the core connotation and essence of the Grain Risk Fund system from the perspective of substantive justice. Based on an analysis of the system’s legal foundations, it delves into the legal dilemmas faced by the Grain Risk Fund system and proposes two specific improvement pathways grounded in substantive justice: tilting protection toward vulnerable entities and establishing a sustainable food security system. 在当前全球经济一体化与粮食安全形势日益复杂的背景下，粮食风险基金制度作为保障国家粮食安全的重要工具，其运作机制与法律框架的完善性显得尤为重要。本文旨在从实质正义的视角出发，厘清粮食风险基金制度的核心内涵与要义，基于制度的法治基础研判，深入探讨粮食风险基金制度所面临的法律困境，并立足实质正义视阈提出倾斜保护弱势主体与建立粮食安全可持续体系两条具体的完善路径。
