• Abstract: As the first approved metropolitan area in the central and western regions, the Chengdu metropolitan area undertakes the important task of promoting regional coordinated development and economic transformation. The region is located in the upper reaches of the Yangtze River, with outstanding ecological barrier functions, but faces serious cross regional carbon emissions pollution and environmental governance pressure. Carbon emission trading, as a market control measure, has achieved success in practice both domestically and internationally, providing new ideas for environmental governance in the Chengdu metropolitan area. This study analyzed the framework and key factors of the cross regional carbon emission trading market in the Chengdu metropolitan area, and established a cross regional carbon emission trading market through the establishment of trading regions, management objects, total control, trading platforms, supervision and verification to ensure fair, effective, and sustainable operation of the market. In addition, the paper also designed a quota allocation mechanism and supervision management plan for the carbon emission market, providing decision-making references for future policy implementation and regional collaborative governance. 成都都市圈作为中西部首个获批的都市圈，承担着推动区域协调发展和经济转型的重要任务。该区域地处长江上游，生态屏障功能突出，但面临着严重的碳排放跨域污染和环境治理压力。碳排放权交易作为一种市场控制手段，已在国内外实践中取得成功，并为成都都市圈的环境治理提供新思路。本研究分析了成都都市圈跨域碳排放权交易市场的框架及其关键因素，并通过交易区域、管理对象、总量控制、交易平台、监督核查等方面的建立跨域碳排放权交易市场，确保市场公平、有效、可持续运行。此外，论文还设计了碳排放市场的配额分配机制和监督管理方案，为未来政策实施和区域协同治理提供决策参考。
