• Abstract: The modern transformation of traditional legal culture is an important cultural foundation for the construction of the rule of law system in Socialism with Chinese characteristics, and the activation and utilization of local legal culture is the key practical carrier of this process. Zhaoqing Baogong law culture takes “purity, prudence and diligence” as its core, and after thousands of years of inheritance, it has formed a local knowledge system with both ethical value and practical wisdom, and its spiritual connotation has a natural fit with the contemporary spirit of rule of law. This paper jumps out of the traditional dual framework of “protection-development”, takes “value remoldingpractical innovation-ecological construction” as the logical main line, and combines the actual needs of rule of law construction to explore the transformation path of deep integration of Bao Gong law culture with modern judicial system, social governance and cultural communication, providing a new analytical perspective and practical scheme for the creative transformation of traditional legal culture. 传统法律文化的现代化转型是中国特色社会主义法治体系建设的重要文化根基，地方特色法律文化的活化利用则是这一进程的关键实践载体。肇庆包公法文化以“清、慎、勤”为核心内核，历经千年传承形成兼具伦理价值与实践智慧的地方性知识体系，其精神内涵与当代法治精神存在天然契合。本文跳出传统“保护—开发”的二元框架，以“价值重塑—实践创新—生态构建”为逻辑主线，结合法治建设实际需求，探索包公法文化与现代司法制度、社会治理、文化传播深度融合的转型路径，为传统法律文化的创造性转化提供新的分析视角与实践方案。
