• Abstract: Kangba culture originated in a region with unique geographical location and ethnic communication. Its special geographical environment and multi-ethnic communication history have nurtured the unique emergency survival wisdom in Kangba culture, mainly reflected in three aspects: ecological adaptation wisdom, community cooperation mechanism, and risk warning experience. The various risks faced by the Kangba region are gradually changing, showing characteristics such as frequent occurrence of extreme weather events, continuous highlighting of public safety hazards in the process of urbanization, and accelerating transmission speed of cross regional risks. The emergency survival wisdom of Kangba culture is gradually facing issues such as adaptability: traditional ecological adaptation wisdom is being limited due to the breaking of the effective boundary of traditional ecological mechanisms; The regional limitations of traditional community collaboration and the need for global linkage in modern emergency management create a prominent contradiction; The difficulty in integrating modern risk monitoring technology with empirical warning knowledge directly restricts the accuracy of emergency response. Digging into the traditional emergency survival wisdom of Kangba to serve the improvement of modern governance capabilities in Kangba not only has important cultural protection value, but also an important means to enhance the efficiency of emergency management in Kangba. 康巴文化产生于地理位置和民族交往都较为特殊的区域，其特殊的地理环境和多民族交往历史孕育了康巴文化中独具特色的应急生存智慧，主要体现在生态适应智慧、社群协作机制与风险预警经验三个方面。康巴地区面临的各种风险结构发生显著变化，呈现出极端天气事件频发、城镇化推进中公共安全隐患持续凸显、跨区域风险传导速度不断加快等特征。康巴文化的应急生存智慧逐渐出现适配性不足等问题，传统生态适应智慧正在由于传统生态机制的有效作用边界被打破而受限、传统社群协作的地域局限性与现代应急管理所需要全域联动需求形成突出矛盾、现代风险监测技术与经验性预警知识难以对接直接制约了应急响应的精准度。挖掘康巴传统应急生存智慧为康巴地区现代治理能力提升服务，不仅具有重要的文化保护价值，也是提升康巴地区应急管理效能的重要手段。
