Abstract:
Based on the Advocacy Coalition Framework (ACF), this paper takes the “school-family-communitygovernment” collaborative model in Luohu District, Shenzhen as the research object to explore the dilemmas and solutions in the implementation of the “Double Reduction” policy. According to the theoretical framework and practical situation, three core alliances have been formed in the implementation process of the “Double Reduction” policy: the burden reduction reform alliance represented by educational administrative departments, the market maintenance alliance composed of educational and training institutions and some parents, and the home-school co-education alliance centered on schools and communities. There are structural conflicts among the three alliances in terms of deep core beliefs, selection of policy tools and resource allocation, leading to implementation obstacles such as policy goal deviation, unbalanced resource allocation and tool mismatch. Luohu District has reconstructed the interactive relationship among alliances by building institutional dialogue platforms such as family education guidance centers and implementing dynamic negative lists, providing theoretical and practical references for the collaborative governance of educational policies.
本文基于倡导联盟框架(ACF),以深圳市罗湖区“校家社政”协同模式为研究对象,探究“双减”政策执行中的困境与破解路径。根据理论框架和现实情况,“双减”政策执行过程中形成三类核心联盟:以教育行政部门为代表的减负改革联盟、以教培机构和部分家长为主体的市场维护联盟、以学校和社区为核心的家校共育联盟。三类联盟在深层核心信念、政策工具选择及资源分配上存在结构性冲突,导致政策目标偏移、资源配置失衡与工具适配失灵等执行困境。罗湖区通过构建家庭教育指导中心等制度性对话平台、推行动态负面清单等措施,重构联盟互动关系,为教育政策协同治理提供理论与实践参考。
