Abstract:
Against the background of "New Medical Discipline", this study systematically explores three core issues in the general practitioner training system of Yunnan Province based on Management by Objectives (MBO) theory: the effectiveness of standardized training, post competency gaps, and brain drain of general practitioners. Through indepth interviews, literature analysis and policy comparison, this study reveals structural contradictions including the disconnection between training content and primary-level healthcare needs, significant regional disparities in policy implementation, and insufficient occupational attractiveness. Taking into account the characteristics of Yunnan as a border multi-ethnic region, this paper proposes a three-in-one optimization pathway featuring "practice-oriented training reform, flexible policy support, and interdisciplinary curriculum restructuring", which aims to realize the coordinated connection of the whole process of "training - assignment - retention" for general practice talents, and provides evidence-based basis and decision-making reference for general practitioner training in Yunnan Province.
在“新医科”背景下,本文基于访谈、文献分析与政策比较,对云南省全科医师培养中的规范化培训、岗位胜任力和人才留任等问题进行分析。通过深度访谈、文献分析与政策比较,揭示培养内容与基层需求脱节、政策执行区域性差异显著、职业吸引力不足等结构性矛盾。结合云南省边疆多民族地区特点,提出“实践导向培训改革+弹性政策支持+跨学科课程重构”三位一体优化路径,旨在实现全科医学人才“培—用—留”全链条适配,为云南的全科医师培养提供参考佐证。
