Abstract:
The Second Spanish Republic (1931-1939) was a period of intense struggle between press freedom and government control in Spain’s press history. This study systematically examines the evolution of press policies during this period, focusing on four key legal documents: the 1931 Law for the Defense of the Republic, the 1931 Constitution of the Second Republic, the 1933 Public Order Law, and the 1938 Press Law enacted by the Francoist faction during the Civil War. By examining the internal struggles between left- and right-wing forces during the Second Republic, as well as the external confrontation between the Republican faction and the Francoist fascist forces during the Civil War, this paper reveals the negotiation and balance between the ideal of press freedom and political reality. The study shows that under crisis pressures, both the Republican and Francoist factions prioritized regime stability over press freedom. The contradiction between ideals and reality during the Republican period demonstrates the complexity of policy implementation, while the Francoist faction’s stringent press control policies laid the foundation for information control under long-term dictatorship.
西班牙第二共和国时期(1931—1939)是西班牙新闻史上新闻自由与政府管控激烈博弈的时期。本研究系统考察该时期新闻政策的演变轨迹,重点分析四部核心法律文件:1931年《共和国保卫法》《第二共和国宪法》,1933年《公共秩序法》,内战期间1938年佛朗哥派的《新闻法》。通过考察第二共和国时期左右翼势力的内部斗争,以及内战期间共和国派与佛朗哥法西斯力量的外部对抗,本文揭示出新闻自由理想与政治现实之间的博弈与制衡。研究表明,在危机压力下,无论是共和国派还是佛朗哥派均将政权稳定置于新闻自由之上。共和国时期理想与现实的矛盾展示了政策执行的复杂性,而佛朗哥派严厉的新闻管控政策则为长期独裁奠定了信息控制的基础。
