社区公共文化服务供需矛盾及其对策——以合肥市X镇为例

• Abstract: Since the 18th National Congress of the Communist Party of China, the central government has committed itself to building a public cultural service system, actively advanced supply-side structural reform, and attached greater importance to the optimization and improvement of grassroots public cultural services. Nevertheless, China’s current community public cultural services are dominated by a one-way delivery model, which frequently leads to a mismatch between supply and demand. Adopting questionnaire surveys and literature review methods and taking Town X in Hefei City as a research case, this paper conducts an in-depth study on the supply and demand status of community public cultural services. The findings reveal prominent contradictions between supply and demand in this field, manifested in irrational distribution of cultural facilities, disconnection between cultural activity contents and residents’ actual needs, mismatch in service quality between supply and demand. cultural services, and unreasonable structural imbalance in supply and demand. This paper analyzes the underlying causes of these problems and puts forward targeted optimization suggestions. The research results not only enrich the theoretical connotation of community public cultural services, but also provide practical referential countermeasures to resolve the supply-demand conflicts in cultural services. 党的十八大以来，中央政府致力于公共文化服务体系的建设，积极实施供给侧结构性改革，更加重视基层公共文化服务的优化与改善。然而，当前我国社区公共文化服务以“单向输送”为主导的文化服务模式常会出现供需不匹配的现象。本文通过问卷法、文献梳理等方式，以合肥市X镇为例，深入探究社区公共文化服务的供需情况，显示当下社区公共文化服务范畴里存在明显的供需冲突。具体体现在设施分布不合理、文化活动内容与居民需求相脱节、文化服务供需质量不匹配、文化服务供需结构不合理。针对问题分析现象出现的原因，并且根据问题提出优化建议。由此，既丰富了社区公共文化服务的理论内涵，也为应对文化服务供需矛盾提供了可参考的措施。
