Abstract:
The dual-track promotion system serves as a professional career development guarantee mechanism for college counselors. It adopts the parallel development mode of management posts and professional and technical posts to resolve career development dilemmas and consolidate the foundation of ideological and political education in colleges and universities. At present, the implementation of the system is weakened and the promotion channels exist in name only at the grassroots level. Combined with generalized job functions, defective assessment systems, backward talent training mechanisms and inadequate salary guarantees, the system has led to reduced professional identity, prominent job burnout and brain drain among counselors. Taking dual-track promotion as the main research line, this paper analyzes various obstacles in team construction in combination with the development trend of higher education, characteristics of contemporary college students and personnel structure of counselors. It puts forward targeted and operable optimization approaches from six aspects including job responsibility definition, assessment mechanism reconstruction, promotion channel implementation, salary guarantee, hierarchical training and policy closed-loop management. The research aims to improve the career development system for counselors, promote the high-quality development of the team and enhance the effectiveness of fostering virtue through education in colleges and universities.
双线晋升制度是国家为高校辅导员构建的专业化职业发展保障机制,通过管理岗位与专业技术岗位并行发展的模式,着力破解辅导员职业发展困境,夯实高校思想政治教育工作根基。现阶段,该制度在基层落地过程中出现执行弱化、通道虚化等问题,叠加岗位职能泛化、考核评价体系失范、人才培养机制滞后、薪酬保障体系不完善等现实问题,造成辅导员队伍职业认同感下降、职业倦怠凸显、核心人才流失等不良现象。本文以双线晋升为研究主线,结合新时代高等教育发展趋势、当代大学生群体特征以及辅导员队伍人员结构现状,深度剖析当前队伍建设面临的多重梗阻,从岗位职责界定、考核机制重构、晋升渠道落地、薪酬待遇保障、分层分类培养、政策闭环管理六个维度提出兼具针对性与可操作性的优化路径,旨在完善辅导员职业发展体系,推动辅导员队伍高质量发展,全面提升高校立德树人工作实效。
