- Abstract: By using research methods such as literature review and logical analysis, this study analyzed the logic, problems, and strategies for the high-quality development of the cultural tourism industry integration in the Gansu section of the Yellow River Basin. The study holds that the high-quality development of the cultural tourism industry integration in the Gansu section of the Yellow River Basin is an inevitable requirement for the transformation of regional characteristic resources and green development, following the internal logic from industry integration to value creation. However, at present, there are practical constraints such as unsynchronized institutional coordination, prominent conflicts between ecological protection and development, and insufficient core element support. Based on this, the study proposes: It is necessary to strengthen institutional coordination and top-level design, deepen model innovation and value operation, and implement regional differences and characteristic development, so as to promote the realization of the high-quality development of the cultural tourism industry integration in the Gansu section of the Yellow River Basin. 运用文献资料、逻辑分析等研究方法，分析了黄河流域甘肃段体文旅产业融合高质量发展的逻辑、问题和策略。研究认为：黄河流域甘肃段体文旅产业融合高质量发展是区域特色资源转化与绿色发展的必然要求，遵循从产业融合到价值共创的内在逻辑。然而，当前面临着体制机制协同不畅、生态保护与发展矛盾凸显、核心要素支撑不足等现实约束。基于此，研究提出：应强化制度协同与顶层设计、深化模式创新与价值经营、实施区域差异与特色发展，以此推动实现黄河流域甘肃段体文旅产业融合高质量发展。
