• Abstract: On January 1, 2023, the relevant provisions of the “Youth and School Sports” policy in Chapter 3 of the Sports Law were officially implemented, and the formation of its policy agenda was facilitated by the three major streams in the multi-source flow theory. The problem stream includes practical dilemmas such as worrying physical fitness of teenagers, marginalization of school physical education courses, unreasonable teacher student ratio, and insufficient venues and equipment. The policy stream is based on relevant existing policies and suggestions from deputies to the National People’s Congress and experts. The political stream involves the ideology of the ruling party, national sentiment, and national development needs. On June 24, 2022, the newly revised Sports Law was voted and adopted at the 35th meeting of the Standing Committee of the 13th National People’s Congress, and the relevant contents of Chapter 3 were established simultaneously. 2023年1月1日，《体育法》第三章“青少年和学校体育”相关规定正式施行，其政策议程形成由多源流理论中的三大源流共同促成。问题源流包括青少年体质堪忧、学校体育课程边缘化、师资比例不合理、场地器材不足等现实困境。政策源流基于相关既有政策及人大代表、专家学者的建议。政治源流涉及执政党理念、国民情绪与国家发展需求。2022年6月24日，修订的《体育法》在十三届全国人大常委会第三十五次会议上表决通过，其中第三章相关内容同步确立。
