• Abstract: Under the educational background of the comprehensive implementation of minor protection policies and the deep transformation of campus safety governance source prevention, breaking through the practical dilemma of traditional school bullying governance — characterized by “post-event punishment as the main focus, delayed handling, high correction costs, and treating symptoms the root cause” — and constructing a scientific, efficient, and age-appropriate preemptive prevention system for primary and secondary schools has become a core proposition for campus safety governance and moral education. Paper systematically explains the theoretical connotation, construction logic, implementation principles, systematic paths, evaluation system, and practical effectiveness of preemptive micro-intervention for school bullying, providing a replicable, and scalable practical reference for primary and secondary schools to build a governance model of source prevention and full-domain control of bullying, thereby assisting in the construction of safe campuses and comprehensive development of minors’ physical and mental health. 在未成年人保护政策全面落地、校园安全治理向源头预防深度转型的教育背景下，破解传统校园欺凌治理“事后惩戒为主、处置滞后、矫治成本高、治标不治本”的现实困境，构建科学高效、贴合中小学学段特征的前置预防体系，成为校园安全治理与立德树人工作的核心命题。本文系统阐释校园欺凌前置微干预的理论内涵、构建逻辑、实施原则、系统化路径、评价体系与实践成效，为中小学构建欺凌源头预防、全域管控的欺凌治理模式提供可复制、可推广、可优化的实践参考，助推平安校园建设，保障未成年人身心健康全面发展。
