  • Abstract: Does moral belief convergence in deliberation stem from public compliance or deep private acceptance? Distinguishing these two qualitatively different forms of change at the neural level is crucial to understanding its mechanism. This paper reviews the behavioral and neural foundations of moral belief convergence, and identifies three key challenges confronting current research: a lack of dynamic neural evidence from naturalistic interactions, the persistent disconnection between cognitive and affective processing pathways, and the difficulty of differentiating the two modes of convergence using behavioral indicators alone. We propose a neural model framework centered on functional near-infrared spectroscopy (fNIRS) hyperscanning. In genuine deliberation, enhanced interpersonal neural synchronization (INS) in the dorsolateral prefrontal cortex (dlPFC) and the left inferior frontal gyrus (IFG) may reflect deep belief restructuring, whereas in pseudo-deliberation, single-brain activation patterns in the ventromedial prefrontal cortex (vmPFC) and the right IFG may be more indicative of surface compliance. We further propose that the ratio of dlPFC INS to right IFG INS could serve as a potential neural marker for distinguishing the quality of the two types of convergence. This work offers new insights for evaluating the trustworthiness of deliberation, optimizing democratic deliberation mechanisms, and improving public communication strategies from a neuroscientific perspective.
