摘要：基本公共服务清单是政府提供基本公共服务的创新模式。北京市编制基本公共服务清单应首先明确清单的内涵、编制清单的相关经验借鉴、编制的原则、清单的体系架构、编制依据以及运行机制等，从而为下一步编制北京市基本公共服务清单，促进基本公共服务均等化发展奠定基础。
“Basic public service menu” is the innovation of government supplement of public services. Before the city of Beijing drawing up its own basic public service menu, it is important to analyze the connotation, the experience at home and abroad, the principles, the architecture, the policy basis and the operating mechanism which benefits the equalization of the public services.
