- 摘要： 本文主要论述国家科技强国的形成、基本构成要素和关键要素，以及如何实施强国战略建设，突出了高科技是实施强国战略建设的关键要素，同时，教育与科研以及经济三项关键要素对实施强国建设非常重要，及其实施的科学方法。并得出了高科技是实施科技强国的关键之结论。
