• Abstract: This paper mainly discusses the formation of the basic elements of national science and technology power and key elements, and how to implement the strategy of power construction, highlight the high-tech is the key to implement the strategy of power construction elements, at the same time, education and scientific research and economic construction of three key elements to implement power is very important, and its implementation of the scientific method. and obtained the conclusion of high-tech is the key to the implementation of science and technology power . 本文主要论述国家科技强国的形成、基本构成要素和关键要素，以及如何实施强国战略建设，突出了高科技是实施强国战略建设的关键要素，同时，教育与科研以及经济三项关键要素对实施强国建设非常重要，及其实施的科学方法。并得出了高科技是实施科技强国的关键之结论。
