• Abstract: President Xi Jinping has given higher priority to promoting international communication since the 18th CPC National Congress in late 2012. a perfected international communication system contributes to innovate the ways of overseas-targeted publicity, upgrade our international discourse framework and shape China’s international image. International technical communication serves as an indispensable part of international communication. That means, expanding the access to improve the capacity of international technical communication is closely linked to build a leading China in international communication. The research will use SWOT Analysis Model to find out the strengths, the weaknesses, the opportunities and the treats of universities which excel in information and communications technology(ICT) in training the talent for technical communication. On this connection, the research aims to identify a right path to improve students’ capacity in internationally technical communication with ICT universities’ features in the new era. 党的十八大以来，习近平总书记将加强和改进国际传播工作上升到一个新高度。国际传播的发展，对于创新我国对外宣传方式，加强话语体系构建，打造融通中外的新概念新范畴新表述意义重大。国际技术传播作为国际传播的重要组成部分，探索国际技术传播能力提升的路径对于加强我国国际传播能力的建设意义非凡。文章拟借助SWOT 分析模型，通过研究ICT 高校在翻译硕士技术传播人才培养方面的具有的优势、存在的劣势、可能的机会与面临的威胁，在此基础之上构建出一条彰显ICT 高校特色的新时代国际技术传播人才能力培养与提升的路径。
