应急管理体系现代化与中国式现代化协同发展研究

• Abstract: Examining the modernization of the emergency management system within the overarching process of Chinese modernization, we can obverse that the former serves to safeguard the steady advancement of the latter. By effectively preventing and controlling disasters and accidents, optimizing the efficacy of social governance, and promoting ecological civilization construction, this system provides solid support across several critical dimensions, including the economic quality and efficiency improvement, the social stability and order, the green and low-carbon transition, and the enhanced International Collaboration. On the other hand, the contemporary demands inherent in Chinese modernization—such as digital transformation and upgrading, integrated urban-rural development, and active participation in global governance—have also infused new concepts, technologies, and practical impetus into the emergency management, continuously driving innovative breakthroughs in its institutional mechanisms and capability models of the emergency management system. Looking ahead, it is imperative to synergize multiple fronts including the macro-level planning, the scientific and technological empowerment, the foundational consolidation, and the open cooperation, to address developmental bottlenecks and foster a deeper integration and mutual reinforcement between the modernization of the emergency management system and Chinese modernization. 将应急管理体系现代化置于中国式现代化的整体进程中考察，我们可以发现，前者为后者的稳步推进构筑了至关重要的安全屏障。这一体系通过有效防控灾害事故、优化社会治理效能以及促进生态文明建设，在经济提质增效、社会安定有序、绿色低碳转型，以及国际协作深化等多个关键维度提供了坚实支撑。另一方面，中国式现代化所内蕴的数字化转型升级、城乡融合发展与积极参与全球治理等时代要求，也为应急管理事业注入了新的理念、技术与实践动力，持续推动其体制机制与能力模式的创新突破。面向未来，有必要从宏观布局、科技赋能、固本强基与开放合作等多个层面协同发力，着力破解发展中的瓶颈问题，从而促成应急管理体系现代化与中国式现代化更为深层次的融合互促。
