浅谈大国在中亚“C5+1”机制下的竞合博弈

  • Abstract: As the geopolitical core of the Eurasian continent, Central Asia’s strategic value has become increasingly prominent with the evolution of the global landscape. The “C5+1” multilateral cooperation mechanism has emerged as a crucial platform for major powers to conduct strategic interactions in Central Asia. The interaction and cooperation among various parties concerning agenda-setting, resource development, and security governance profoundly influence the restructuring of the regional order. Based on the theory of international institutional competition and a geopolitical analysis perspective, this paper systematically examines the practical pathways and strategic intentions of major powers, including China and the United States, in participating in the “C5+1” mechanism. By comparing the dynamics of interaction across dimensions such as agenda shaping, economic assistance, and security cooperation, it analyzes the logic of Central Asian countries’ strategic choices and their practical predicaments. The study finds that the interaction among major powers within the “C5+1” mechanism features institutionalized contestation (or “institutional game”), while Central Asian countries’ multi-balanced diplomacy seeks space for independent development amid the major power interactions. This tripartite interactive pattern will exert a long-term impact on the stability and development of Central Asia. 中亚作为欧亚大陆的地缘核心,其战略价值随着全球格局演变日益凸显。“C5+1”多边合作机制已成为大国在中亚开展战略互动的重要平台,各方围绕议程设置、资源开发、安全治理等领域的互动与合作,深刻影响地区秩序重构。本文基于国际机制竞争理论,结合地缘政治分析视角,系统梳理中美等大国参与“C5+1”机制的实践路径与战略意图,通过对比各方在议程塑造、经济援助、安全合作等维度的互动态势,剖析中亚国家的战略选择逻辑与实践困境。研究发现,大国在“C5+1”机制中的互动呈现“制度性博弈”特征,而中亚国家的“多元平衡”外交则在大国互动中寻求自主发展空间,这种三方互动格局将长期影响中亚地区的稳定与发展。
