Abstract:
In the internet age, cyberspace has become the primary arena for the generation and amplification of public opinion. As the two main actors in information dissemination, the media and the government operate according to markedly different internal logics; these differences give rise to conflicts during emergencies, posing challenges for the governance of online public opinion. This study analyses the conflict between media logic and governance logic across three dimensions: time, content and rights. The immediacy, fragmented dissemination and algorithmic empowerment of media stand in stark contrast to the lag, systematic responses and dilution of discourse power characteristic of government governance. These conflicts have led to practical dilemmas such as delayed responses and a disconnect between official rational narratives and public emotional discourse. Accordingly, this paper proposes optimisation pathways, including the establishment of a full-cycle governance system with tiered responses and the development of an information dissemination mechanism that integrates discourse translation with diverse forms of expression, with a view to providing guidance for balancing these two logics and enhancing governance effectiveness.
互联网时代,网络空间成了舆情生成与发酵的核心场域。媒体与政府作为信息传播的两大主体,其内在逻辑存在显著差异,并在突发事件中引发冲突,给网络舆情治理带来难题。研究从时间、内容、权利三个维度剖析媒介逻辑与治理逻辑的冲突:媒介的及时性、碎片化传播和平台算法赋权,与政府治理的滞后性、系统性回应和话语权稀释形成鲜明矛盾。这些冲突导致了响应滞后与官方理性叙事与民间情感话语断裂等现实困境。为此,本文提出建立分级响应的全周期治理体系与打造话语转译与多元表达融合的信息传播机制等优化路径,以期为平衡两种逻辑、提升治理效能提供参考。
