• Abstract: From the perspective of the talent development chain, this paper defines the basic characteristics and connotation of the talent development chain, analyzes the practical problems existing in the talent team, constructs the theoretical framework of the talent development chain through horizontal and vertical comparison, and puts forward the construction path of the "scientific ring" of the talent development chain. 文章站在人才开发链的角度出发，对人才开发链基本特征和内涵进行 了界定，对人才队伍中存在的现实问题进行了分析，并通过横向和纵向对比， 对人才开发链的理论框架进行了构建，同时提出了人才开发链“科学环”的建 设路径。
